The dragon seems to just take 1 victim, the first creature of yours he comes across, and then leaves. You need to have minions worship him by building a shrine. I dont know if this completely pacifies him or just lessens the likelihood he will come.
I know Zombies and Vampires and Goblin Shamen are all able to worship, and are recruited somewhat randomly as long as you have dormitories or graveyards.
