Legendary Humanoids and Bests (pop. cap?)

I’m not sure if this is working as intended currently, but I’ve found that in Alpha 21 you can bring in one of each legendary beast and humanoid (I believe there are four of each) but no more beyond that. Even if they die or are absorbed by dopplegangers, and with a pregnant succubus, they won’t show up in the immigration queue again. Is this working as intended?

I just tried it and was able to summon more than one legendary of each type. Do you have a save file that has this problem by any chance?
